Yes, this will allow all Avatars to be displayed at the default size.
In VPchat, go to the Tools menu. Choose Preferences... and then the "Avatars" tab.
Deselect
the box for "Show Oversized Avatars (Megaheads)".
To turn large Avatars back on, reselect the box.
